The proposed reforms could cause major issues if implemented.

These include that the proposed introduction of a transfer algorithm will take the calculation of transfer fees out of the hands of clubs in favour of an algorithm overseen by an independent third party, that the report has not made clear if clubs can withdraw from a transfer after a fee has been imposed, and that there are serious questions about whether a luxury tax can be effective given the status of football as a global sport.
