This is a nice article on some of the issues around explainable AI.  However, I don't agree with the author of this article that requiring full disclosure of proprietary AI systems would necessarily stifle innovative start-ups.   If an AI system is innovative, it could be patentable, and filing a patent application prior to any disclosure of the system could offer the ability (at the patentee's volition) to retain control over certain commercial acts involing the disclosed but eventually patented technology.  How global intellectual property regimes evolve to embrace innovation involving artificial intelligence however to support explainable AI remains to be seen ...
